Regulation of the Dean of the Faculty of Finance and Accounting

number 3/2014, on the fulfilling of the study obligations

This Regulation has been translated into English from the Czech version that you may find here. This Regulation is applicable for students in both Czech and English programmes. 

§ 1
Introductory provisions

  1. This Regulation is written in the means of the Study and Examination Rules of the Prague University of Economics and Business for Bachelor’s and Master’s degree program, it is fulfilling the obligations of a student studying bachelors and masters programs (SER) that are accredited at the Faculty of Finance and Accounting (FFA).
  2. The student while fulfilling the study obligations must act under the Ethical Codex of the Faculty of Finance and Accounting.

§ 2
Time frame of the Academic Year

  1. Dean annually issues a measure, which announces the schedule of the academic year (hereinafter ” Schedule “), which in accordance with the timetable announced by the rector regulates terms and those which are under the jurisdiction of the Dean of the SER, and which is published on the website FFÚ.
  2. Dean may delegate the power to set some deadlines and dates for the Head of the relevant department.

STUDY OBLIGATIONS

§ 3
Enrollment and enrollment sheets

  1. The student signs up for the classes on the dates specified in the Schedule. As a confirmation on the signed up class it is issued as an enrollment sheet available in the Student Information System.
  2. Students are required to check that the data contained in the enrollment sheet correspond to reality, not later than the date specified in the schedule; until that time the student may change it through the programme or study coordinator.

§ 4
Classification study requirements

  1. The student has the right to sign up into the classification enrollment sheet.
  2. The student may sign up for the classes in a form of a request during the consultation hours or other dates set by the teacher , however no later than the end of the semester in which the relevant study obligations were held .
  3. The student is required to check the classification study obligations in the Study Information system, the right to apply any complaint regarding the misspelled classification is possible to the latest data set in the timetable.
  4. Teachers are required to keep written tests and other supporting documents on the basis of the classified final mark. This study duty is for a minimum period of one year from the end of the semester in which the study obligation took place.

§ 5
Barriers of the fulfilling the study obligations

  1. If a student for serious reasons could not fulfill study obligations, the teacher or the investigator can ask for an excuse, not later than 3 business days after the date when it should be satisfied, or after the removal of the obstacle to the fulfillment of study obligations on the part of student. If an obstacle to the fulfillment of study obligations on the part of the student takes more than 15 calendar days, the student is required for this situation to promptly inform the designated employee of the study department.
  2. The excuse of the student is taken into account by the teacher or the examiner who decides immediately on the basis of the provided documents submitted by student in regards to the excuse of absence.
  3. The obstacle to the fulfillment of the study obligations is mainly a disease or an injury leading to job incompetence. The incapacity of the student is demonstrated by the ‘ Decision on temporary work inability “(ie. a sick note ) or similar reviewable document by a certified authority such as a doctor. The documents must contain the same data as the sick note (clear expression of the doctor during working inability, the name and specialty physicians, address and telephone number for medical devices in which the doctor prescribes recipes). If you cannot contact the teacher or examiner directly, as a students you must, no later than three working days after the expiry of the period specified in paragraph 1, request for apologies of the study obligations at the secretariat of the relevant study department.
  4. If the reason for the excuse is not accepted by the teacher or examiner the student within three working days may ask for accepting the excuse at the head of the relevant department. The deadline of three working days starts running from the date when the student was notified about that decision of the unexcused absence; as a notification it is also considered the course evaluation test report in the Student Information System. The student can turn to the head of the relevant department, even if the decision of the teacher about the apology/excuse is received within five working days from the demonstrable application.

§ 6
The terms and methods of administration of student applications

  1. The application of the study matters submitted by the student to the study department is exclusively and only accepted electronically through the Study Information System ( InSIS ) , except as noted in the second paragraph bellow:
  2. The following are not accepted electronically:

a) a request for recognition of objects,
b) a request for individual enrollment.

The study coordinator is authorized to take exceptional application in non-electronic form, but in such cases, the student is required to submit an application solely on prescribed University forms.

3. In the electronic application, the student must indicate :

a) in the subject report a summary of the reason of the request and in the parentheses the surname of the study coordinator,

b) in the text of the application its own content request with justification and any necessary attachments.

RULES FOR RECOGNITION OF STUDY DEGREE OBLIGATIONS

§ 7
Basic conditions for the recognition of study obligations

  1. The Dean may recognize only academic obligation which satisfies the following conditions (with the exception of specified in par. 4):

a) the obligation to study may not have ratings lower than the corresponding level “very good” (in the case of physical education it may be recognized ” credited”)

b ) the passing of a study obligations did not expired at the date of application for the recognition more than three calendar years,

c ) in the case of foreign language examination only subjects that are finalized with an are recognized while as ” Foreign Language I” can only be accepted in English.

2. One student may have recognized only once the following( except as provided in paragraph . 3 and 4):

a) in the bachelor ‘s degree program study obligations the maximum in the range of 36 credits

b ) within the master’s program up to 24 credits.

 2. In the event that a student has completed study obligations in the framework of its ordinary or extraordinary Studies on FFÚ :

a) in the academic year immediately preceding the academic year in which the requests for recognition,

 b ) the study had not been completed in accordance with § 56 point . b) Act no. 111/1998 Coll .,on Universities Schools , as amended (the ” Act” ) for reasons of the non-compliance of the study program by study and examination regulations , or according to § 56 point . a) of the Act because of dropouts , if with him have also been fulfilled reasons graduation according to § 56 point . b ) of the Act , the Dean may recognize all study requirements meeting the conditions set out in paragraph . 1, which students in this study successfully met, up to a maximum of 60 % of the credits needed to complete a study , within which recognition is sought .

 3. The student cannot be recognized under the present study with no obligation to study if:

a) he has met in the study that had been completed expulsion in accordance with § 56 point . e ) the law , or because of the dropouts in accordance with § 56 point . a) of the Act if it there were met simultaneously reasons for the termination of studies according to § 56 point . e ) of the Act , or

b ) it was under its previous unsuccessfully completed studies in the same study FFÚ recognized program to study any obligation ( except for the recognition of study Graduate obligations pursuant to Art. 15 paragraph . 2 and 3 SER ).

§ 8
Particulars of the application for recognition of study obligations

  1. The student asks for the recognition of the exam directly the Dean in an official written form (except as stated in paragraph 3 of this Section). The application must contain the following elements:

a) identification of classes (or class) , under which (resp. for which) should the class be recognized,

b ) the detailed content of the course including the introduction of literature confirmed by the University, which the student has passed,

c ) confirmation of the University where the student has successfully passed the exam , on the date of the exam and the result obtained.

2. Paralel to the recognition the Dean usually seeks the opinion of the guarantor in the case if the student is applying for the recognition for a particular class.

3. If a student asks for recognition of study obligations successfully passed at the Prague University of Economics and Business in the means of study duty with the same identification mark (ID) the application does not need to contain application requirements referred to in paragraph . 1 , letter b ) and c ) it is not also required to have the guarantors opinion, these applications are submitted exclusively electronically through InSIS .

§ 9
Deciding on the recognition of study obligations

The recognition of study obligations under the conditions specified in § 2 and 3 of this Decree The Dean decides according to the assessment:

a) the scope and content of study requirements , and
b ) University, on which the study obligations were composed.

BACHELOR THESIS

§ 10

  1. The Bachelor’s thesis can be processed only at the academic department that guarantees a degree course of the student.
  2. Dissertation topics are approved by the Head of the Study Department. The announced topic can be signed up by Students enrolled in the bachelor’s seminar, or students who have already graduated; Head of Department may grant an exemption.
  3. Student has the right to propose their own thesis topic, to be submitted to the Head bachelor seminar or academic staff and doctoral students, that the head of department appointed as the head of undergraduate work.
  4. Allocating thesis topic, or changing the topic, can be approved by the Head of Department.
  5. The Head of the Department will determine for the various topics the supervisors of the thesis, which is usually a part of the academic staff or a doctoral student of the Prague University of Economics and Business. The student is required during bachelor thesis to cooperate with the supervisor, in particular, according to his instructions and to submit processed parts of the paper in a form that is regularly consulted.
  6. The supervisor is required after allocating the topic of the thesis to immediately sign up the details to the study information system. The Head of the Department may prescribe additional conditions for entering the thesis.

§ 11
Content, scope and requirements for bachelor thesis

  1. By writing the Bachelor’s thesis the student demonstrates the ability to handle the topic related to the content of the studied field and apply knowledge and skills acquired during their studies. Thesis must be an original unpublished work independently developed by the student.
  2. Required length of the Bachelor’s thesis is 30 strandardpages.
  3. Bachelor’s thesis must be written in the Czech language. In the event that they are substantive to grounds arising from the nature of the thesis, the head of the relevant department authorized on the the student’s request to write a bachelor thesis in another language. This fact must be disclosed the assignment of bachelor thesis. Bachelor thesis submitted in another language must include the name and abstract in the Czech language.
  4. Formal layout of bachelor thesis must comply with the requirements set out in Annex no. 1 hereto.
  5. Bachelor’s thesis must include a description of the reporting of the problem and goal setting work, characterization methods and workflow, expert analysis reporting a problem with the formulation with their own conclusions.
  6. The work must be distinguished by their own knowledge and assessment of ideas and data taken properly marked all quotes and given all the resources.

§ 12
Defense of the Bachelor’s Thesis

  1. Bachelor’s thesis, the student is obliged to prepare and defend the Department of guarantees (co-guaranteeing branch), in which it is written in (see annex no. 3 hereto) . Thesis defense will be held at the department where the thesis was assigned at.
  2. The student is obliged with the permission of the supervisor to insert a completed bachelor thesis via the electronic information system (InSIS), not later than 14 days before the expected date of the thesis defense.
  3. The Consent supervisor with the handover work and inserting it into an information system is provided in the final decision of the supervisor of the thesis. (in the final recommendation or for defense exam).
  4. Students are required to submit at least one bundled copy of the thesis to the sufficient study department, which will processes the thesis within the deadline set by the Head of Department.
  5. On the submitted Bachelor’s thesis there is an issued Examiner opinion in a written form, and also with the opinion of the supervisor. The reports must include the proposed classification in accordance with the SER.
  6. The opponent of the bachelor thesis is approved by the Head of Department. It must be a college-educated expert.
  7. Supervisor ensures that the student has the opportunity to become acquainted with the reports of this thesis at least three working days before the date of the defense. Supervisor is responsible for ensuring that one a copy of the work and reports must be available to the Examination Board in the defense.
  8. The defense takes place at the state final examination. Examination Committee and its Chairman are appointed by the dean; it consists of at least two members. For the activities of the board and the proper conduct of the State final exam corresponds to its chairman. The assessment is decided by the examination committee based on the vote of its members un-publically and in case of equality of votes, the vote of the commission chairman is final .
  9. In case of not defending the thesis successfully, the examination committee will decide whether it is possible to submit a modified thesis, or whether the student has to process new work on a new topic. Repeating the thesis defense can be more than three months from the date of the failed defense.

MASTERS THESIS
§ 13

  1. The Master Thesis can be processed only at the department guarantees (with guarantees) main specialization in which the student is enrolled in (see Annex no. 4 of the Decree).
  2. The Thesis topics are announced by the head of department. The announced topic may be chosen by students by enrolling in a special seminar or enrolled in job training, or a student who has already graduated; Head of Department may permit an exception.
  3. The student has the right to propose their own topic of the thesis put must have it approved by the head of the diploma seminar or by the academic staff and PhD students, who is appointed as the head of the Department of thesis.
  4. The Master’s Thesis and any changes must be approved by the Head of Department.
  5. The Head of the Department will determine for the various topics the supervisors of the thesis, which is usually a part of the academic staff or a doctoral student of the Prague University of Economics and Business. The student is required during bachelor thesis to cooperate with the supervisor, in particular, according to his instructions and to submit processed parts of the paper in a form that is regularly consulted.
  6. Promptly after awarding the diploma work the student is obliged to submit an assignment thesis to the study information system (InSIS).
  7. Assigning the thesis must take place first twenty-four, and six months before the anticipated date of the thesis defense.

 § 14
Content, scope and elements of the thesis

  1. The student demonstrates with the Master Thesis shows the ability to systematically and independently write about a topic related to the content of the studied field of study ( or the minor ) and apply knowledge and skills acquired during their studies. They must be original unpublished works independently developed.
  2. Required length of the Bachelor’s thesis is 60 strandardpages.
  3. Master thesis must be written in the Czech language. In the event that they are substantive to grounds arising from the nature of the thesis, the head of the relevant department authorized on the the student’s request to write a master thesis in another language. This fact must be disclosed the assignment of bachelor thesis. Master thesis submitted in another language must include the name and abstract in the Czech language.
  4. Formal layout of Master thesis must comply with the requirements set out in Annex no. 1 hereto.
  5. Master thesis must include a description of the reporting of the problem and goal setting work, characterization methods and workflow, expert analysis reporting a problem with the formulation with their own conclusions.
  6. The work must be distinguished by their own knowledge and assessment of ideas and data taken properly marked all quotes and given all the resources.

§ 15
Defense of the Master Thesis

  1. The student is obliged to prepare and defend the Thesis at the Department of guaranteeing the specialization in which the student is enrolled in. Thesis defense takes place at the department where the thesis was elaborated at.
  2. After the approval of the supervisor, the student is obliged to submit a completed thesis in electronic form in the information system of the Prague University of Economics and Business ( InSIS ) and at least 21 days before the expected date of the defense of the thesis.
  3. Approval of the supervisor of submitting the thesis is expressed in the judgment of the Head thesis (in the final recommendation or to defend the work).
  4. The student is required to submit at least one bound copy of the thesis to the relevant department, within the deadline set by the Head of Department.
  5. On the handed in thesis the supervisor and opponent write their opinions/comments, at the latest within the period specified by SER.
  6. The report must include the proposed classification in accordance with the SER.
  7. The opponent of the thesis is a supervisor of the relevant department. It must be college-educated expert.
  8. Supervisor ensures that the student has the opportunity to become acquainted with expertise and leading opponent thesis at least three working days before the date of the defense.
  9. Supervisor is responsible for ensuring that a copy of the work, and the two reports must be available during the defense.
  10. The defense takes place at the state final examination. Examination Committee and its Chairman are appointed by the dean; it consists of at least two members. For the activities of the board and the proper conduct of the State final exam corresponds to its chairman. The assessment is decided by the examination committee based on the vote of its members un-publically and in case of equality of votes, the vote of the commission chairman is final.
  11. In case of not defending the thesis successfully, the examination committee will decide whether it is possible to submit a modified thesis, or whether the student has to process new work on a new topic. Repeating the thesis defense can be more than three months from the date of the failed defense.

FINAL STATE EXAM

§ 18
Dates of the state examinations and defense of the thesis

  1. Dates for state exams in Bachelor’s degree programs and defense of the undergraduate work is announced in accordance with the schedule during the academic year by the head of the department at which the state exams are held.
  2. Dates of the state examinations in the Master’s program and the defenses of the thesis are published in accordance with the schedule during the academic year by the Head of the department at which the state exams are held.
  3. The student is required to sign up for the state exam or defense in the manner and terms established by the relevant department to which the state exam is held at. 

§ 19
Graduation

  1. On graduation, only the graduate who passed all parts of the state final tests by the deadline specified in the Schedule may be included.

Final Provisions

§ 20

Repealing provisions

The following is repealed:

a) Regulations of the Dean of the Faculty of Finance and Accounting number 2/2012

b) Regulations of the Dean of the Faculty of Finance and Accounting number 3/2008 regulating several study obligations.

§ 21

Effectiveness

This Regulations is becoming valid from the date 1st October 2014.
